GSPC was established in 1999 through a joint effort of the state’s three rural distribution cooperatives, Anza Electric Cooperative, Plumas-Sierra Rural Electric Cooperative, and Surprise Valley Electrification Corporation.

Golden State Power Cooperative provides cost-saving services to each cooperative in the areas of legislative and regulatory affairs, educational endeavors, strategic planning and other areas.
